SUMMARY:The Tech Clusters: Innovation Challenge Fund 2020
DESCRIPTION:The Tech Clusters: Innovation Challenge Fund 2020\nThe UK Government is delighted to announce that a new £2 million fund is now open for applications for innovative projects in Artificial Intelligence / Data Science  that address social or environmental challenges in India. We expect to make 4-10 awards of between £200\,000 – £500\,000 over up to 24 months to fund research and development projects by consortia including researchers and industry from India and international partners\, including the UK. Proposals will be considered by an expert panel against the assessment criteria outlined here. \nThe Tech Clusters: Innovation Challenge Fund 2020 will fund innovative research and development projects in Artificial Intelligence / Data Science that propose tech led or tech enabled solutions to social and/or environmental challenges in India. The central aim of the Innovation Challenge Fund is to support the development of the Karnataka Artificial Intelligence / Data Science Tech Cluster by promoting closer scientific collaboration between industry and academia\, and by promoting links with international counterparts and centres of excellence\, including in the UK. As such\, proposals for research and development projects are invited from consortia made up of researchers and industry from India\, and international counterparts\, including the UK. Projects must be led by an Indian not-for-profit organisation. Projects can either develop original ideas or adapt successful technologies\, techniques or processes from other fields. \nThe Challenge Fund is looking for proposals in the following Challenge Areas in India: \n\nHealthcare (eg projects addressing infectious diseases\, maternal mortality or health data collection\nEnvironmental protection (eg projects addressing the detection of pollutant sources)Connectivity (eg first mile/last mile\, multi modal hubs\, micro mobility/village to village mobility)\nWater management (eg projects addressing water sourcing and distribution in cities)\nEnergy (eg projects addressing clean energy/renewables and carbon footprint reduction)\nFuture mobility (ie how we move people\, goods and services around our towns\, cities and countryside. We are looking for technology solutions that increase our ability to achieve these goals\, supporting economic growth and doing so in a manner that reduces the detrimental health effects caused by pollution.)\nAgriculture (especially projects addressing predictive analytics of cultivation patterns)\nEducation (eg virtual learning environments\, intelligent tutoring systems)\nIncreasing Access to Information\nFinancial inclusion (eg improving user experience for vulnerable groups)\nOther ie we will consider proposals which do not fit into the above categories provided the focus is on Artificial Intelligence / Data Science\n\nProposals should focus on at least one Challenge Area\, but we recognise that there may be some natural overlap. Separate applications can be made if consortia wish to submit proposals for more than one Challenge Area. If your consortia are working on a project which doesn’t quite fit into one of the above Challenge Areas but still centres around AI and Data Science\, please submit a concept note and we will consider it. We will prioritise proposals that can demonstrate the potential to particularly benefit the poorest third of society\, women or other marginalised groups in India. We aim to award funding to a diverse range of projects across the Challenge Areas\, so we may prioritise proposals addressing certain Challenge Areas depending on the range of proposals we receive. \n\n\n\n\n\n\n\n\n\nEligibility\nGrants will be awarded to a lead organisation which must be an Indian not-for-profit organisation and should have the necessary FCRA clearances. We expect this will be a university or research organisation based in Karnataka. Applicants must demonstrate collaboration with other organisations. Applicants will need to explain how their proposal will facilitate the development of partnerships between researchers\, industry (including but not limited to start-ups\, scale-ups and small & medium enterprises)\, and potentially NGOs\, policymakers and practitioners in India and counterparts abroad. Consortia must be composed as follows: \n\n\n\n\nEssential\n\n\nDesirable\n\n\nOptional\n\n\n\n\n\n  \n\nIndian university research department or research institute or academic\nIndian business (including but not limited to start-ups\, scale-ups and small & medium enterprises)\nAt least one of these organisations must have a base in Karnataka\n\n\n  \n\nInternational business\nInternational university or research organisation\n\n\n  \n\nIndian or International non-commercial organisation\n\n\n\n\n\n  \nThe lead organisation will be responsible for the overall management of the grant including control\, disbursement and assurance of funds. \nAll applicants will need to show that their proposed idea has a credible and practical route to market. Applicants must ensure they have considered and addressed requirements on Official Development Assisstance (ODA) and gender inequality. \n\n\n\n\n\n\n\n\n\nDecision Making Process\nThere is a two stage application process. At the first stage\, applicants must submit a two page concept note summarising their proposal and how it meets the criteria. With the permission of applicants\, these will be published on this website\, along with the contact details of the lead applicant. This will allow organisations or individuals who would like to be part of a consortia but have not found suitable partners to identify potential partners for them. We hope to give brief feedback to all applicants who submit a concept note but if we receive an unexpectedly high number of applications\, we may only be able to provide feedback to those who we would encourage to submit a final bid. \nWe will then invite final bids. After the deadline\, an initial office sift will be undertaken for ODA and gender equality compliance and fit to remit and scope of the call. Eligible proposals will be considered by a specially convened expert panel at a meeting in June 2020 who will assess the proposals against the above detailed assessment criteria. The panel will make recommendations for funding to the Foreign and Commonwealth Office (FCO). FCO may wish to apply additional conditions on grants\, and there may be subsequent negotiations on the details of the support offered. As part of the due diligence process\, organisations will be required to work with the FCO programme team to provide the necessary information. Please be aware that organisations may be contacted by the FCO at any point during the review process for further information. This is in order to expedite our assurance process. Funding decisions are expected to be announced in August 2020 and awards are expected to commence shortly after.

SUMMARY:PROMOTING ACADEMIC RESEARCH CONVERSION TO ENTERPRISE (PACE)
DESCRIPTION:Promoting Academic Research Conversion to Enterprise (PACE) \n\n\n\nBiotechnological research and development in India is largely carried out by academic institutions (universities/research organizations) and to some extent by industry (mostly large companies). By virtue of their strong infrastructure & technical capability academic/ research establishments are mandated to research on variety of problems of national importance and societal relevance. Also\, unlike industry\, research by academia is not governed by commercial gains alone thus allowing them to work on problems involving even high degree of risk.\n\n\n\nTo encourage/support academia to develop technology/product (up to PoC stage) of societal/ national importance and its subsequent validation by an industrial partner\, BIRAC has launched PACE (Promoting Academic Research Conversion to Enterprise). \n\n\n\nClick here to download Online Proforma \n  \nThe scheme has two components as below: \n1. Academic Innovation Research (AIR):  \nThe objective of Academic Innovation Research (AIR) scheme is to promote development of Proof-of-concept (PoC) for a process/product by academia with or without the involvement of industry \n  \n2.Contract Research Scheme (CRS):\n\n\n\nContract Research Scheme (CRS) aims at validation of a process or prototype (developed by the academia) by the industrial partner. \n\n\n\nACADEMIC INNOVATION RESEARCH (AIR): \n1. Types of projects to be supported :Projects with well-established proof-of-principle leading to development of prototype of a product /technology of national relevance or commercial potential \n(Basic/exploratory research\, projects without well-established Proof of principle or   with no or low commercial potential will not be supported) \n2. Duration of project : up to 18 months (BIRAC’s Technical Expert Committee at its discretion may recommend for increased duration of the project depending upon the nature of the research study)    \n 3. Funding Support (Grant): Total cost of the project must not exceed Rs. 50 lakhs (Non-recurring cost must not exceed 10% of the total cost)  \n 4.   IPR: IP rights may be with academia alone\, or jointly shared between academia and industry (if academia establishes PoC with industry) as per the understanding between the two partners. \n5. Eligibility:\n\n\n\n(a). Under the scheme\, academia (Public or Private Institute\, University\, NGO\, or Research Foundation) having a well-established support system for research shall be the primary applicant. \n  \nIt can apply either: \n(1). Individually\, or \n(2).Jointly with academic* and/or industrial** partner \n*For Public or Private Institute\, University\, NGO\, or Research Foundation\, proper registration/accreditation from a government body is mandatory \n**Participating company (if any) should be registered under the Indian Companies Act\, 2013 with at least 51% Indian shareholding i.e.\, shares of the Company should be held by Indian Citizens holding Indian passport (Indian citizens do not include Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) holders). \n(b). The applicant Company should have adequate in-house facility to address the project implementation  or incubated with any of the recognized incubation facility. \n  \nCONTRACT RESEARCH SCHEME (CRS): \n1. Types of projects to be supported: \nAcademia must have an established Proof-of-Concept (PoC) as evident by scientific data ready for validation by the industry in contract research mode \n2. Duration of the project: No time limit \n 3. Funding Support (Grant):   Funding in the form of grant is provided to both academic as well as industrial partners. While funding is provided to the academia for In-House research which forms a part of validation of the Proof of Concept\, funds are provided to the industrial partner for validation. There is no ceiling to the funding. \n4. IPR :  Although the IP rights reside with the academia\, the industry partner has first right of refusal for commercial exploitation of the New IP \n 5. Eligibility: \n(a). Academia* has to be the Primary Applicant with one or more partners of which at \nleast one is a company** \n  \n*For Public or Private Institute\, University\, NGO\, or Research Foundation\, proper registration/accreditation from a government body is mandatory \n  \n**Participating company should be registered under the Indian Companies Act\, 2013 with at least 51% Indian shareholding i.e.\, shares of the Company should be held by Indian Citizens holding Indian passport (Indian citizens do not include Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) holders). \n\n\n\n(b). The applicant Company should have adequate in-house facility to address the project implementation (which shall be evaluated during the site visit) or incubated with any of the recognized incubation facility.\n\n\n\nHOW TO APPLY? \nProposals under AIR or CRS are required to be submitted online only. Brands will seek to become tightly integrated into a user’s natural online and offline behaviors. One area of opportunity rising to the top is both Gaming and Esports. While select P&G brands have been experimenting with gaming & esports\, there is not a clear set of strategies for brands to deploy let alone a playbook to scale across the company. In general\, awareness of the gaming world is low within P&G and it represents a massive (largely untapped) user group. \nBusiness Challenge / Needs Definition:\nP&G categories & brands would like to dive deep into the world of gaming in order to better understand why\, where & how brands can play. How can participating in and around eSports\, Live Game Streaming and Mobile/PC/Console games unlock new consumer engagement models? How can P&G brands integrate in ways that are both useful\, interesting and deliver something that makes the audience’s experience better than it would have been without the brand’s involvement? Who are the major players\, startups\, & partners that can help P&G not only activate but also form category specific gaming strategies? How can a Gaming and eSports Strategy help address business challenges or consumer barriers (e.g. unreachables\, point of market entry\, incremental reach\, relevance\, awareness among new\ntarget\, etc.)? How can P&G think about short and long term strategies in Gaming? \nIn order to answer these questions\, the P&G Signal Accelerator is organizing a Gaming & Esports Summit in Cincinnati in January/February 2020. The goal of the summit is not only to educate and inspire but most importantly set participants up to ACT on opportunities and launch pilots. At the gaming summit we will have a mix of speakers\, startup/partner pitches and workshops covering the following examples: \n\nGaming type demos (playing\, streaming & eSports) & experiences (i.e.\, a live tournament)\nGaming experts and key opinion leader roundtables\nVideo game streaming providers + startups enabling activation\neSports team and tournament organizers + startups helping brands participate\nIn-game advertising technology partners\nGaming activation & strategy workshops\n\n  \nKey Objectives for the Gaming Summit \n\nDeep dive of the gaming & Esports space\, players in the ecosystem\, audience demographics\, & key trends.\nUnderstand role of brands & best-in-class case studies across: eSports\, Streaming\, Mobile/Console/PC/VR/AR game play.\nDiscover current and emerging solutions/technologies for engaging gamers.\nLearn how to experiment in gaming\, how brands can reach gaming fans\, & steps to develop a gaming strategy\n\nRelevant Technology Domains May Include\, but are not Limited to\, the Following: \n\neSports\nGame Streaming\nGaming Influencers\nGaming Agencies\nTournament Organizers\nMobile Gaming\nPC Gaming\nConsole Gaming\nVR/AR Gaming\nIn-game Advertising & Sponsored Content\n\nThe Ask:\nFor this brief\, we are looking to pull together both partners and thought leaders together in order to develop and begin to run experiments in the Gaming and Esports domains. All ideas and submissions will be fully reviewed.
